VOLUNTEERS IN TECHNICAL ASSISTANCE. Granted Volunteers in Technical Assistance ("VITA") authority to launch and operate VITASAT-1R, a non--voice, non-geostationary mobile-satellite, as a replacement for its VITASAT-1 satellite, which was destroyed in a launch failure in August 1995. VITASAT-1R will permit VITA, a non-profit, humanitarian aid organization, to provide essential educational, health, environmental, disaster relief and technical communication services in developing countries. Denied VITA's application to construct, launch, and operate VITASAT-2 on the ground that is has not demonstrated that it is "financially" qualified to do so. Action by Chief, International Bureau.
