SATELLITE DELIVERY OF NETWORK SIGNALS TO UNSERVED HOUSEHOLDS FOR PURPOSES OF THE SATELLITE HOME VIEWER ACT. Adopted Report and Order seeking to identify more accurately those consumers who are "unserved" by their local, over-the-air broadcast network stations. Under the 1988 Satellite Home Viewer Act, only these "unserved" consumers are eligible to receive broadcast network stations through a home satellite dish. The Commission has adopted an on-site testing methodology and, to avoid the need for testing, teh Commission has endorsed a computer model to predict whether a household is able to receive an adequate ("Grade B") television signal.
