Adopted requirements for differentiating and identifying non-primary residential lines and multi-line business lines from primary residential lines and single line business lines in regards to the FCC's access charge rules for subscriber line charges and presubscribed interexchange carrier charges. COMPUTER III FURTHER REMAND PROCEEDINGS/1998 BIENNIAL REGULATORY REVIEW. Evaluated the utility of two of the regulatory safeguards the Commission employs to prevent carriers that control local exchange and exchange access facilities from using their market power for anticompetitive purposes in the provision of intraLATA information services. Modified the requirement that Bell Operating Companies file service-specific Comparably Efficient Interconnection plans and obtain the Commission's approval of those plans, prior to initiating or altering their intraLATA information services.
