station KBMT(TV), Beaumont, TX, alleging violation of the
lowest unit charge requirements.  (By Order [DA 94-1113]

STILLWATER, OK.  Denied Stillwater Publishing, Inc.'s
application for review of the  Mass Media Bureau's
dismissal of its request for declaratory ruling that it is
entitled to a tax certificate.  Stillwater  Publishing is the
licensee of station KSPI-FM, Stillwater, OK.  (By MO&O
[FCC 94-244] adopted September 27 by the Commission)

MCI COMMUNICATIONS CORPORATION V.
AMERICAN TELEPHONE AND TELEGRAPH
COMPANY (AT&T).  Dismissed with prejudice MCI's
complaint against AT&T alleging that AT&T had
implemented two tariffed promotional offerings that were
unlawfully discriminatory.  (By Order [DA 94-1117]

FOR "BIG LEOS" - CC DOCKET 92-166 (Report No. DC-
2600, Action in Docket Case)
     The Commission has adopted final rules for the
licensing and operation of low earth orbit mobile satellite
systems above 1 GHz ("Big LEOs") to provide a variety of
voice and data mobile services worldwide.  The systems will
operate in the 1610-1626.5/2483.5-2500 MHz frequency
bands.
