FCC PROPOSES REVISED SERVICE RULES FOR CELLULAR AND OTHER WIRELESS SERVICES IN THE GULF OF MEXICO. In a Notice of Proposed Rule Making adopted on March 28, 1997 and released on April 16, 1997, the FCC has proposed revised cellular service rules for cellular systems operating in the Gulf of Mexico. The Commission also proposed licensing and service rules for operation in the Gulf by other CMRS providers, including Personal Communications Service and Specialized Mobile Radio.. by NPRM.
