COMMISSION ANNOUNCES PROCEDURES FOR FCC DESIGNATION OF ELIGIBLE TELECOMMUNICATIONS CARRIERS PURSUANT TO SECTION 214(E)(6) OF THE COMMUNICATIONS ACT.
