Declined to forbear from applying sections 201 and 202 of the Act, the international authorization requirement of Section 214 of the Act, and the resale rule of 47 C.F.R to broadband PCS providers. Granted partial forbearance from the requirement that CMRS providers file tariffs for their international services, and granted forbearance from Section 226 for the CMRS providers of operator services and aggregators. Denied GTE's Petition for Reconsideration or Waiver of a Declaratory Ruling and affirmed the Common Carrier Bureau's decision that TOCSIA applies to certain activities of GTE's mobile affiliates, and granted limited forbearance from certain provisions of TOCSIA as explained. Terminate the Notice of Proposed Rulemaking entitled Further Forbearance from Title II Regulation for Certain Types of CMRS Providers. Issued Notice of Proposed Rulemaking seeking comments regarding forbearance from regulation in wireless telecommunications markets that is responsive to current statutory standards and market conditions.
