IMPLEMENTATION OF THE SUBSCRIBER CARRIER SELECTION CHANGES PROVISIONS OF THE TELECOMMUNICATIONS ACT OF 1996 - INTERNATIONAL EXCHANGE COMMUNICATIONS, INC. REQUEST FOR WAIVER.
