On July 19, 2013, the FCC adopted a Report and Order amending rules to improve Speech‐to‐Speech (STS) relay service and issued a Further Notice of Proposed Rulemaking, seeking comments on several issues, including:
1) Whether to contract for a national STS outreach coordinator to conduct all STS outreach;
2) Whether to adopt consumer registration for STS; and
3) Whether to adopt other recommendations made by consumers to improve STS, such as the use of caller profiles that provide Communications assistants with information about the communication preferences of STS users in advance of calls.
The Further Notice of Proposed Rulemaking for this STS item was published in the Federal Register on August 15, 2013 at 78 FR 49693‐01, 2013 WL 4097568 (F.R.).
