In this Notice of Proposed Rulemaking, we propose to modify our broadband personal communications service (PCS) rules to expand our geographic partitioning provisions to include all PCS licensees and to permit spectrum disaggregation in the near term. We also solicit comment on certain issues relating to these rules.
