On July 18, 2024, the FCC released a Further Notice of Proposed Rulemaking (FNPRM) proposing that captioning registration and certification requirements will not apply to video programmers if they provide programs only to public, educational, and governmental access (PEG) channels that are exempt from captioning requirements and if another entity, such as the channel administrator, makes the necessary certification that the channels are exempt. 

Additionally, for programming on nonbroadcast networks distributed by cable operators or other multichannel video programming distributors, the FCC proposes that individual video programmers need not register and certify if their network certifies that all its programming is either exempt from or in compliance with the captioning rules.

On August 2, 2024, the comment due dates for filing comments and reply comments were established by publication in the Federal Register.
