On September 28, 2023, the FCC released a Report and Order and Further Notice of Proposed Rulemaking (FNPRM) adopting a five-year compensation plan for Video Relay Service (VRS) that included additional per-minute compensation for any VRS provider that offers a Video-Text Service, a specialized form of VRS used by consumers who are deafblind.
The FNPRM seeks comment on whether to provide compensation for other types of specialized services, such as the use of Certified Deaf Interpreters, skills-based interpreting, or interpreting through other (non-ASL) methods of communications. The FCC also seeks comment on any rule changes needed.
On March 14, 2024, the comment due dates were established by publication in the Federal Register.
