At its July 18, 2024, Open Meeting, the FCC adopted a Report and Order and Further Notice of Proposed Rulemaking (FNPRM) making changes to the E-Rate program to support the off-premises use of Wi-Fi hotspots and mobile wireless Internet services through libraries and schools across the country.  The E-Rate program provides support to ensure that schools and libraries can obtain affordable, high-speed broadband services and equipment.

Regarding accessibility, the FCC stated its expectation that “these Wi-Fi hotspots and services [are] to be accessible to and usable by students, school staff, and library patrons with disabilities, and that schools and libraries will accommodate requests by such individuals.”  The Report and Order were published in the Federal Register on August 20, 2024, and the rules will go into effect on September 19, 2024.

An accompanying FNPRM seeks comment on additional ways to ensure the continued success of such Wi-Fi hotspot lending programs funded through the E-Rate program.
