4. Ensure Reasonably Comparable Rates for Broadband and Voice Services
- In 2015, 1,768 eligible telecommunications carriers (ETCs), both incumbents and competitive carriers (serving 1,744 study areas), certified that they are either in compliance with the reasonable comparability requirement for fixed voice service or are providing mobile services. (No reasonable comparability benchmark has been adopted for mobile voice service provided by competitive ETCs.)
- In 2015, 1,356 eligible telecommunications carriers (ETCs), serving 1,341 study areas, certified that they are in compliance with the reasonable comparability requirement for broadband service.
- 121 carriers serving 120 service areas were unable to certify in 2015 that their rates for fixed broadband service are in compliance with the reasonable comparability benchmark for broadband service. Of these responses, 83 responded Not Applicable and 38 responded No.
