On September 26, 2018, the FCC released a Notice of Proposed Rulemaking (NPRM) to help ensure that in emergency situations, people can dial 911 and be quickly located by first responders, regardless of the type of service that is used to make the call. Above are the dates for filing comments, which were announced today.
The FCC is seeking comment on the following:
- Proposed rules enabling people in hotels, office buildings, campuses and other locations that use “multi-line telephone systems” (MLTS) to call 911 directly, without having to dial additional numbers, such as a “9” to reach an outside line.
- Proposed rules requiring dispatchable location information to be conveyed with 911 calls made using MLTS, fixed telephone services, interconnected Voice over Internet Protocol (VoIP) services, and Internet-based telecommunications relay services (TRS). A “dispatchable location” is the street address of the caller plus additional information needed to adequately identify the location of the caller, such as room and floor numbers. Mobile wireless services already are required to provide either dispatchable or coordinate-based location information with 911 calls.
- Proposed consolidation of the FCC’s existing 911 rules and the proposed rules in this NPRM into a single rule part.
