Tower siting/environmental issues are generally handled by the relevant
licensing bureau - the International, Media and/or Wireless
Telecommunications Bureau - in the context of license application
proceedings. Historically, the Commission has used informal techniques
to resolve compliance issues in this area. However, where appropriate,
licensing bureaus may refer cases to the Enforcement Bureau for
investigation and possible enforcement action.
