17/24 GHz Broadcasting Satellite Service

In 2006, the Commission initiated a rulemaking to consider technical and licensing rules for the 17/24 GHz Broadcasting Satellite Service. The allocation includes the 17.3-17.8 GHz (space-to-Earth) and 24.75-25.25 GHz (Earth-to-space) frequency bands and became effective on April 1, 2007. In 2007, the Commission adopted the First Report and Order establishing technical and licensing rules. In 2011, the Commission adopted rules to mitigate space-path interference in the 17 GHz band.

Second Report and Order adopted rules to mitigate space path interference between the 17/24 GHz BSS space-to-Earth transmissions and the feeder link receiving antennas DBS space stations that operate in the same frequency band.

Second Order on Reconsideration declined to adopt a request that the Commission impose additional international coordination conditions on U.S.-licensed 17/24 GHz BSS space stations.

First Report and Order and Second Notice of Proposed Rulemaking. The R&O adopted a first-come, first-served licensing procedure for the 17/24 GHz BSS, as well as various safeguards against speculation, reporting requirements, and licensee obligations. In addition, the R&O established rules and requirements for orbital spacing, minimum antenna diameter, and antenna performance standards. The FNPRM to addressed technical issues related to potential interference unique to the 17 GHz operating environment.

FCC 00-212 Redesignation of the 17.7-19.7 GHz Frequency Band, Blanket Licensing of Satellite Earth Stations in the 17.7-20.2 GHz and 27.5-30.0 GHz Frequency Bands, and the Allocation of Additional Spectrum in the 17.3-17.8 GHz and 24.75-25.25 GHz Frequency Bands for Broadcast Satellite-Service Use.

V-band Processing Round ("Boeing Processing Round")

On November 1, 2016, the Commission accepted for filing the application of The Boeing Company for a non-geostationary orbit (NGSO) fixed-satellite service (FSS) system and initiated a processing round for additional NGSO-like applications and petitions for market access in the frequency bands requested by Boeing: 37.5-40.0 GHz, 40.0-42.0 GHz, 47.2-50.2 GHz, AND 50.4-51.4 GHz.
