This article provides information on filing a Pleading in the Universal Licensing System (ULS). There are many types of pleadings. However, two types of pleadings are most often filed in ULS.
- Petition for Reconsideration – A petition for reconsideration is filed when a party would like the FCC to reconsider a previous FCC action, such as a dismissal or grant of an application or a termination of a license. A petition for reconsideration must contain specific and factual information stating why a party requests reconsideration, and must be filed within 30 days of the Public Notice listing the FCC action.
- Petition to Deny – A petition to deny is filed when a party opposes an application. A petition to deny must contain specific and factual information stating why a party opposes an application, and must be filed within 30 days of the Public Notice listing the application as accepted for filing.
Steps to Filing a Pleading in ULS
- Go to the Pleadings Page.
- Select the Pleading Type from the drop down box
- Enter the Filer and Contact Information and click Continue
- Click the File Number or Call Sign button
- Enter the File Number or Call Sign in the box and click Submit
Note: Repeat Step 5 for each File Number or Call Sign
- Check the box next to each File Number or Call Sign and click Continue
- Select the Type of Pleading, Browse the location to upload the pleading, enter a Description of the pleading, and click Add Attachment
Note: Repeat Step 7 for each separate file you want to upload
- Click Submit Pleading
FAQs – Filing a Pleading in ULS
Are there specific FCC rules regarding filing pleadings?
Yes. Some of the rules you should be familiar with are: 1.45, 1.47, 1.106, and 1.939. The content of these rules are available at the Rules Page.
Where does my pleading go once I submit it?
Pleadings are associated in ULS with each application (File Number) and license (Call Sign) that you entered on the Pleadings Page. You can enter the File Number in the ULS Application Search or the Call Sign in the ULS License Search to find your pleading. Pleadings are located on the Admin Tab of an application or license.
How long does it take for the FCC to review and process my Pleading?
Pleadings are processed on a case-by-case basis.
