On November 25, 2019, the FCC released a Report and Order to expand the Telecommunications Relay Service (TRS) Fund contribution base for support of Internet Protocol Captioned Telephone Service (IP CTS). Specifically, the FCC amends its rules to provide that TRS Fund contributions to support IP CTS will be calculated based on the total interstate and intrastate end-user revenues of each telecommunications carrier and voice over Internet Protocol (VoIP) service provider. Previously, the contribution base did not include intrastate revenues in the calculation.
