The Enforcement Bureau (EB) is the primary Federal Communications Commission (FCC or Commission) organizational unit responsible for enforcing the provisions of the Communications Act, as amended, the Commission’s rules, orders, and various licensing terms and conditions. In addition to general enforcement and deterrence goals, EB dedicates its resources to investigations and enforcement actions involving FCC-regulated services and equipment that significantly impact:
- Consumer Protection and Privacy;
- Data Security, Cybersecurity, and Supply Chain Integrity;
- National Security, Public Safety, Emergency Services, and Harmful Interference;
- Fraud Targeting Critical FCC-Funded and -Administered Programs; and
- Fair Competition and Equal Opportunities.
Internship Period
Fall/Spring Semesters and Summer
- General Duties
Law clerks will have the opportunity to gain valuable insight on the FCC’s role in enforcing the provisions of the Communications Act, as amended, the Commission’s rules, orders, and various licensing terms and conditions. The law clerk will: (1) conduct legal and factual research; (2) assist in the analysis and preparation of Commission documents, including briefing materials for FCC personnel; (3) participate in meetings with Commission personnel and possibly outside entities, including communications providers, federal, state, and local government stakeholders. - Selection Criteria
- Strong written and oral communication skills, good interpersonal skills, and an interest in Communications Law and public service.
- Be a U.S. citizen. If not a U.S. citizen, must meet one the following criteria: 1) owe permanent allegiance to the United States (for example, natives of American Samoa and Swains Island); 2) be a lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B); or 3) be admitted as a refugee under 8 U.S.C. § 1157 or have been granted asylum under 8 U.S.C. § 1158 and have filed a declaration of intention to become lawful permanent resident and citizen when eligible.
- Education requirements must be met prior to appointment.
- EB prefers that spring and fall interns to work a minimum of 15-20 hours per week, for at least ten weeks; and prefers summer interns to work 40 hours per week for at least eight weeks.

The intern will: (1) conduct research; (2) assist in the analysis and preparation of Commission documents, including briefing materials for FCC personnel; (3) participate in meetings with Commission personnel and possibly outside entities, including communications providers, federal, state, and local government stakeholders. - Selection Criteria
- Be enrolled at least half time in a master’s or doctorate degree program at an accredited college or university with a major in computer science, engineering, network security, information assurance, information technology, mathematics, homeland security, intelligence, emergency management, or business; and should have a focus on communications technology, network security policy or a related discipline.
- Be an undergraduate student who has completed at least two academic years of school with a major in one of the above
- Be a U.S. citizen. General Duties
With considerable supervision and guidance, performs assignments designed to provide support for data analytics. Assignments are selected to provide experience in the collection, selection, and routine analysis of data; to acquaint trainees with the nature of the subject matter and the procedural aspects of the investigative process; and to provide experience in the application of the more advance techniques of operations research. Assignments usually are individual tasks, which involve the selection and preparation of well-defined data in a structured format and the performance of routine computations.Assists higher graded operations research and/or data analysts, individually or as a team member, by participating in assignments involving analytical methods, which are portions of broader assignments. Supporting mathematical operations could be complex because of the number of operations to be made, but the individual computations performed are of a simple nature involving transcription of observed data to the prescribed computation and performing the operations indicated there. May employ basic statistical techniques to generate probability functions.
