Certain Form 477 data must be submitted by census tract. For data as of December 31, 2011 or later dates, filers must submit census tract data using the County and Census Tract FIPS Codes (Excel) from the Year 2010 Census.
A census tract FIPS code is an 11-digit number that uniquely identifies each census tract in the United States. It is a concatentation of - reading from left to right - the 2-digit state code, the 3-digit county code, and the 6-digit tract code.

The FCC has also created an API (Application Programming Interface) that will provide the 15-digit census block FIPS code for a set of latitude and longitude coordinates. The first 11 digits of a census block FIPS code are equal to the location's census tract FIPS code.
