Tribune Broadcasting Company II, LLC ("Tribune"), Dreamcatcher Broadcasting, LLC ("Dreamcatcher") and Local TV Holdings, LLC, ("Local TV") have filed applications seeking Commission approval to transfer control of licenses for seventeen (17) television broadcast stations from Local TV to Tribune, and to transfer control of licenses for two (2) television broadcast stations from Local TV to Dreamcatcher. Tribune also seeks a continuing failing station waiver in Eureka Springs, Arkansas and a continuing satellite television waiver in Ft. Collins, Colorado.

The applications for transfer of control pertain to television stations in: Denver, Colorado; Fort Collins, Colorado; Cleveland, Ohio; St. Louis, Missouri; Kansas City, Missouri; Salt Lake City, Utah; Milwaukee, Wisconsin; Oklahoma City, Oklahoma (two licenses); High Point, North Carolina; Memphis, Tennessee; Scranton, Pennsylvania; Richmond, Virginia; Des Moines, Iowa; Hunstville, Alabama; Moline, Illinois; Fort Smith, Arkansas; Eureka Springs, Arkansas; Norfolk, Virginia; and Portsmouth, Virginia. In the latter two markets, the Commission's cross-ownership rule prohibit Tribune from controlling the television licenses because it also owns a local daily newspaper. In these two markets, Tribune has also entered into a shared services agreement with Dreamcatcher and agreements providing it options to acquire control of the licenses.

The applications were accepted for filing as listed in a Public Notice issued July 19, 2013. Petitions to deny are due August 19, 2013. Oppositions to the petitions to deny are due September 4, 2013. Replies to the oppositions are due September 16, 2013.

This is a restricted proceeding. Ex parte presentations are generally prohibited. See section 1.1208 of the Commission's Rules, 47 C.F.R. § 1.1208. An ex parte presentation is any written communication addressing the merits or outcome of the proceeding that is not served on all of the parties to the proceeding, or any oral presentation addressing the merits or outcome of the proceeding that is made without notice to all of the parties to the proceeding and without an opportunity for them to be present. See section 1.1202(a)(b), 47 C.F.R. § 1.1202.(a), (b). However, persons may submit signed, informal objections. See section 73.3587,47 C.F.R. § 73.3587.
