Apply for a New License

  1. Log onto License Manager using FRN & Password.
  2. On the left side of the page choose: Apply for a New License.
  3. Click down arrow and select radio service code. Click Continue.
  4. Application Information: Complete the application information. Click Continue at the bottom of the page.
  5. Applicant Information: Choose the Legal Entity Type at the top of the page. Complete the rest of the applicant and contact information (if applicable). Click Continue at the bottom of the page.
  6. Ownership and Qualifications: Complete the Alien Ownership and Basic Qualification questions. If any questions are answered as “Yes”, attach an exhibit explaining the circumstances. Click Continue at the bottom of the page.
  7. Control Point: Enter the control point information in the Add Control Point box. Click Save Point to save the control point. Click Continue at the bottom of the page.
  8. Administrative: Complete the applicable questions. Click Continue at the bottom of the page.
  9. Coast and Ground Certifications: Choose the appropriate coast & ground certifications. Click Continue at the bottom of the page.
  10. Location: Click the Add Location button at the top of the Locations box to enter a Location. Select the Location Description to display applicable fields. Complete the location information and click the Save Location button at the bottom of the page. Continue selecting the Add Location button until all locations are added. Click Continue at the bottom of the page when finished.
  11. Antenna: Click on a location in the Select Location box to highlight it. Click the Add Antenna button at the top of the Antennas box to enter antenna information. Complete the antenna information. Click the Save Antenna button at the bottom of the page. Repeat this process to add all antenna information for each location. Click Continue at the bottom of the page when finished.
  12. Frequency: Click on a location in the Select Location box to highlight it. Click on an antenna in the Select Antenna box to highlight it. Click the Add New Frequency button at the top of the Select Frequency box to enter frequency information. Complete the frequency information. Click Save Frequency at the bottom of the page. Select the Edit button beside the frequency that was just entered to add the emission. Enter the emission designator and click Save Emission. Repeat the process to add all the emissions for the frequency. Select Save Frequency when finished. Repeat this process to add all frequency information for each location and antenna. Click Continue at the bottom of the page when finished.
  13. General certification statements: Type in name of party authorized to sign. Click Continue at the bottom of the page.
  14. Check Errors and Submit: Correct any errors that are displayed on the page. Click Submit Application after all errors are corrected. Print confirmation page or jot down the file number.
  15. If a fee is required, click Continue for Payment Options.

Change an Address

To complete a change of address you will utilize the Universal Licensing System (ULS).
  1. Under the heading Online Filing, click Log In.
  2. Enter your FRN and password. If you do not have your password or have forgotten it, go to FRN Password Reset (t) and enter your FRN and answer the Personal Security Question (PSQ) allowing you to reset your password. If you have not set the PSQ go to Set a Personal Security Question or contact FCC Support.
  3. If you have multiple licenses, you will need to select the call sign by clicking on its link.
  4. On the License At A Glance screen, go to the Work on this License box on the right and click on the Update link.
  5. Select which sections of the license you need to update.
  6. Answer the questions on the following screens; click the Continue button to navigate the screens until you come to the Certification screen, where you will “sign” the application.
  7. Click the Continue to Submit button to submit your application to the Commission. The application will be assigned a file number as a confirmation of submission.
  8. No application or regulatory fees are required.

Renew a License

The renewal application can be submitted no earlier than 90 days prior to the expiration date of the license. The purpose of the filing will either be Renewal Only "RO" or Renewal/Modification "RM".
 
Renewal Only will be selected to renew an existing license that has not expired and where no changes in the license are being requested.
Renewal/Modification would be used to renew an existing authorization, Special Temporary Authorization (STA), or developmental authorization and request a change in the conditions of that authorization, (including requesting a waiver). (NOTE: Some radio services modifying technical information require frequency coordination through a Land Mobile Frequency Coordinator.)
Filers would utilize the Universal Licensing System (ULS). Click on Register, if you do not have an FCC Registration Number (FRN). Continue through the steps until you receive a FRN then proceed to ULS online filing.
  1. If already registered, under the heading Online Filing click Log In.
  2. Enter your FRN and password. If you do not have your password or have forgotten it, go to FRN Password Reset (t) and enter your FRN and answer the Personal Security Question (PSQ) allowing you to reset your password. If you have not set the PSQ go to Set a Personal Security Question or contact FCC Support.
  3. If you have multiple licenses, you will need to select the call sign by clicking on its link. If you have one license, you will see a button to begin the renewal process.
  4. On the Select Licenses screen, select the license(s) you need to renew in the My Licenses box, and click on the Add button to add them to the Licenses to Renew box.
  5. If you need to make any updates to the license information, select which sections of the license you need to update.
  6. Answer the questions as prompted on the following screens; click the Continue button to navigate the screens until you come to the Certification screen, where you will “sign” the application.
  7. Click the Continue to Submit button to submit your application to the Commission. The application will be assigned a file number as a confirmation of submission.
  8. If a fee is due, you are required to make the payment online using the Commission Registration System (CORES).  All fees must be received within 10 calendar days of the filing.

Replacing a License

The FCC deems the electronic version of an authorization stored in ULS as the official Commission document.  All licensees can access the official electronic versions of their current authorizations in Active status through License Manager in ULS. Only Commission licensees are afforded access to their official electronic authorizations through License Manager.

Log in to https://wireless2.fcc.gov/UlsEntry/licManager/login.jsp with your FCC Registration Number (FRN) and Password . If you do not know the password, click on the Contact Tech Support link, and then click the Reset Password button to follow the prompts for resetting the password.

There are both temporary and permanent links on the License Manager home page for downloading electronic authorizations.  The temporary link, “download your official electronic authorizations now,” can be found on a green bar across the top of the License Manager home page.  The permanent link, “Download Electronic authorizations,” can be found in the navigation bar on the left side of the License Manager home page. 

1. Select the authorization(s) from the Filter by Radio Service box or search for the authorization(s) you want to download by:

     a. Entering the call sign

     b. Entering a date range (based on Effective Date of the license)

2. Add them to the Authorizations to Download box.

3. Once the licenses have been selected, click the Download button in the lower right-hand corner of the screen.

4. The download will be automatically converted to a PDF file, and you can choose to Open (to print) or Save (to save to a desired folder)

 

Downloading Electronic Authorizations Using the Chrome Browser

Filers using Chrome will need to turn off the Pop-up Blocker before downloading. To turn off the Pop-up Blocker:

1. Click on the Settings icon (3 horizontal lines) in the upper right-hand corner of the browser

2. Click on Settings

3. At the bottom of the Settings page, click the link Show Advanced Settings

4. Under the Privacy heading, click the Content Settings button

5. In the Content Settings window, scroll down to the Pop-ups section

6. Click Allow all sites to show pop-ups; click the Done button

7. Close the Settings tab

After the authorization(s) have been selected for download, follow these steps for accessing the PDF file in Chrome:

1. After clicking the Download button, a blank window will open. At this point, the authorizations are downloading. (If the filer exits this window prior to the download finishing, the download will not complete.)

2. Once the download completes, it will appear at the bottom of the blank window.

     NOTE: If the download button cannot be seen at the bottom of the screen, maximize the window

3. Click on the button to open the PDF file

 

Downloading Authorizations Using MAC Operating Systems

The FCC recommends using the Chrome or Firefox browsers for MAC when downloading authorizations using the MAC OS.

 

Check Application Status

Beginning on the next business day following the filing of an application, you may want to check the application’s status to ensure a successful submission. There are two ways to check the status of your application: Using the Universal Licensing System or contacting the FCC. Using the Universal Licensing System >To check the status of an application, go to the Universal Licensing System and:

  1. Select Search Applications.
  2. You have the option of doing either a basic application search or advanced application search. For more information on the application search functions see the application search help by clicking on the help button at the top right of the application search screen.

Alternatively to searching ULS for your application, you can contact the FCC by submitting a request via e-support.
