In this Report, Order and Further Notice of Potential Rulemaking, the Consumer & Governmental Affairs Bureau (CGB) amended the telecommunication relay service (TRS) rules to incorporate by reference certain technical standards for the interoperability and portability of services, equipment, and software used for video relay service (VRS). The Bureau also seeks comment on the scope of application of the technical standard for user equipment and software.

In this Order and Declaratory Ruling, the Wireline Competition Bureau (WCB) and the Consumer & Governmental Affairs Bureau (CGB) granted a petition filed by VTC Secure, LLC (VTC Secure) seeking a waiver of the Commission's rules to allow VTC Secure, a provider of direct video calling customer support services, to access the telecommunications relay service (TRS) Numbering Directory. In addition, the Bureaus granted VTC Secure's request for a Declaratory Ruling that video relay service (VRS) providers must route and connect all direct voice, video and text calls between telephone numbers in the TRS Numbering Directory. This would include point-to-point calls between VRS users and direct video calling customer support service call centers.

In this Letter, the Consumer & Governmental Affairs Bureau (CGB) acknowledges receipt of Purple’s notification of non-substantial assignment of Purple’s conditional certification to provide IP CTS to ClearCaptions, effective December 29, 2016.

In this Order and Consent Decree, the Commission announced a settlement with two Telecommunications Relay Services (TRS) providers, Purple Communications and CSDVRS (dba zVRS). In addition to a monetary penalty for improper billing, the Order establishes a 5-year compliance plan to ensure, among other things, that these two providers have procedures in place to verify the registration information of TRS users before issuing those users ten-digit numbers.
