Auction #44 will proceed as scheduled.

This Report is in response to Section213(b)(3) of the Consolidated Appropriations Act, Public Law 106-113 (November17, 1999). on November 9, 1999, the Commission issued a report to Congress("First Report to Congress") on competitive bidding for spectrum between746-764 MHz and 776-794 MHz. This Second Report to Congress describes thecourse of the competitive bidding process through September 30, 2000, andaddresses the deviations that have occurred from the schedule set forthin the First Report to Congress.
