The Enforcement Bureau (EB or Bureau) conducts nonpublic investigations into potential violations of the Communications Act, its implementing regulations, and various licensing terms and conditions. During the course of its work, the Bureau may issue advisories about threats or risks to the nation’s communications networks to help the telecommunications and information and communications technologies sectors protect against these threats. EB’s advisories generally outline unlawful activities, identify warning signs, and provide guidance on complying with legal obligations to counter these risks.

Telecommunications Carriers Must Protect Consumers’

Privacy and Sensitive Data by Taking Reasonable Steps 

to Prevent SIM Fraud Schemes. With threat actors

increasingly engaging in SIM swap and port-out fraud

schemes to gain control of consumers’ mobile phone

accounts, telecommunications carriers have an obligation

to protect the privacy and security of information about

their customers.

FCC Enforcement Bureau Reminds Companies of 

Foreign Ownership and Investment Disclosure 

Obligations. Entities that have certain FCC licenses for

authorization must obtain Commission approval prior to

changes in ownership that result in: (i) reportable new 

foreign interest holders; or (ii) reportable increases in 

existing foreign ownership.
