The North American Numbering Plan (NANP) is the basic numbering scheme permitting interoperable telecommunications services within the U.S., Canada, Bermuda, and most of the Caribbean.Section 251(e)(1) of the Act required the Commission to create or designate one or more impartial entities to administer telecommunications numbering and to make such numbers available on an equitable basis.The Act also requires that costs of number administration and number portability be borne by all telecommunications carriers on a competitively neutral basis, as determined by the Commission.By implementing section 251 of the Act the Commission appointed a NANP Administrator, a national Pooling Administer (PA) to administer thousands block number pooling, and a Billing and Collection Agent (BCA).The Commission selected Welch LLP to be the BCA for NANP effective on October 1, 2004.
