Agreement on Mutual Recognition of Results of Conformity Assessment Procedures between the United States of America and the State of Israel

Background

The agreement was signed on October 15, 2012.  It is intended to streamline the Conformity Assessment Procedures for a wide range of telecommunications equipment and facilitates trade between the United States and the State of Israel (Israel).  It provides for the mutual recognition of Conformity Assessment Bodies (CABs) and mutual acceptance of the results of equipment certification procedures undertaken by those bodies in assessing conformity of equipment to the importing economy's technical regulations.

Scope

This Agreement applies to conformity assessment of equipment that may be attached to a public telecommunications network and other equipment subject to telecommunications regulation, including wire and wireless equipment, and terrestrial and satellite equipment, whether or not connected to a public telecommunications network.  This Agreement does not apply to conformity assessment of equipment which can only be connected behind devices providing adequate network protection for a public telecommunication network as long as the equipment is not subject to conformity assessment procedures that apply to network terminal attachments.

General Information about MRA

The Israel MRA is a bilateral, single sector agreement.  Under this MRA, all information is submitted to the FCC from the CABs through the Commission of Standardization, Ministry of Industry, Trade and Labor (MOITAL).  A joint committee has been established to discuss implementation and operational issues.

Participating Countries

The Agreement for mutual recognition of testing laboratories and mutual acceptance of test results entered into force and became operational in December 2013.

The Agreement has references to recognition of certification bodies and acceptance of equipment authorizations in order to allow the Agreement to be expanded at a later time if both Parties agree and define procedures.
